Those statements confirm the footage comes from the game rather than a separately rendered concept film. They do not mean every shot is direct, uninterrupted player control, nor do they establish the final resolution, frame rate or feature set on every console.
Underwater exploration and scuba diving
The presentation's underwater imagery is one of the clearest signals that Leonida's water is intended to be more than a map boundary. Scuba equipment and submerged movement support the idea that players will be able to explore beneath the surface, building on diving in GTA V while taking advantage of Leonida's coast, wetlands and island chains.
Evidence level: strongly shown, exact system unconfirmed. The footage supports underwater traversal. Rockstar has not yet published details about dive equipment, oxygen limits, treasure, wildlife encounters, missions or whether scuba gear can be equipped freely at any time.
